Yes, Amazon requires all non-U.S. associates to provide valid U.S. taxpayer identification information by taking the U.S. tax information interview to complete either an IRS Form W-8 or Form 8233 to certify your non-U.S. status, determine if your payments are subject to U.S. tax reporting, and the rate of U.S. tax withholding (if any) applicable to your payments, even if all sales are made or all business is conducted outside the United States.
In most cases, your form can be submitted electronically if you elect to provide an electronic signature, which will immediately update your tax status to “Complete.” In some cases, you may be asked at the end of the interview to complete, sign, and mail in a paper form, along with any required supporting documents to the address provided in the interview. Your tax status will not be “Complete” until Amazon has validated your paper form.
Until your tax status is "Complete", a tax-related payment hold will remain on your account.
